The Canada Disability Benefit (CDB) rules, which comes into effect in July 2025, have been announced by the federal government. The poverty rate is disproportionately high for those with impairments, and they frequently encounter major obstacles in the workplace.

Since provincial income supports are insufficient, the CDB is a crucial tool for reducing poverty. Canadians of working age with impairments are eligible for the CDB, a monetary benefit offered by the federal government. As of today, the government has completed the Canada Disability Benefit regulation procedure. March 12, 2025, saw the publication of the completed regulations and the accompanying Regulatory Impact Analysis Statement in Part II of the Canada Gazette. A major commitment and pillar of Canada’s Disability Inclusion Action Plan (DIAP), a transformation plan aimed at making the country more accessible for people with disabilities, is the Canada Disability Benefit.

A physical or mental impairment that limits a person’s capacity to carry out daily tasks is generally regarded as a disability in Canada. However, depending on the program or benefit in issue, there may be differences in the precise requirements for what constitutes a disability and eligibility for disability-related payments. In general, a person’s impairment is determined by their medical diagnosis, length of time, severity, and influence on their day-to-day activities.

How is eligibility determined?

  • The same standards that apply to the Disability Tax Credit (DTC) also apply to eligibility for the CDB. These criteria include being severely limited, requiring life-sustaining treatment, or having a notable restriction. Applicants must be Canadian citizens or permanent residents, be between the ages of 18 and 64, be a DTC beneficiary, and be considered residents of Canada for tax reasons. Additionally, they had to have submitted an ITR for the last year.
  • As was previously stated, the CDB’s goal is to “relieve poverty,” and in order to accomplish this, the government needs to make sure that as many people as possible are receiving the benefit who fall below the Market Basket Measure poverty line. In spite of the possible drawbacks, such social isolation, as we mentioned in our AISH brief, the government will use family income rather than individual income to assess eligibility, and the CDB income cutoff for a single person is $23,000. The government has made an effort to offset unforeseen negative effects by giving couples substantial income criteria.
  • Unfortunately, since the government will not enroll people automatically, current DTC beneficiaries will need to reapply for the CDB. Until provincial clawbacks are clarified, it is unclear if the government would re-examine automatic enrollment. When work income is taken into account, determining eligibility becomes more difficult, as it does with all targeted benefit programs.

Low- and modest-income working-age individuals with disabilities will be able to receive up to $200 per month in financial assistance through the new income-tested Canada Disability Benefit. According to Budget 2024, the benefit will be available for eligibility as early as June 2025, and payments are anticipated to start in July 2025.

You must be of age between 18 and 64 and have received approval for DTC to get CDB Increase Payment Amount 2025. Together with their spouse or, if applicable, common-law partner, they must have submitted their income tax return. From July through June, the maximum Canada Disability Benefit payment will be $200 per month, or $2,400 yearly. One’s income and that of their spouse or common-law partner, if any, will determine how much they get.

It has taken a while to get the Canada Disability Benefit. The framework law creating the benefit was first announced in 2020, and it was granted royal assent in June 2023. The benefit design was then published in Budget 2024 and the Canada Gazette on June 29. There are now public consultations on the proposed regulations and the commencement date of the new program is July 2025.

For those with impairments between the ages of 18 and 64, the payment is set at $2,400 yearly or $200 per month (and will be modified annually for inflation after that). Single people can receive the entire benefit if their total income is less than $23,000. The maximum benefit is paid to individuals with disabilities who live with a spouse if their household income is $32,500.

Individuals and couples get an annual income exemption of $10,000 and $14,000, respectively. In these cases, recipients with total incomes up to $33,000 and $46,500 are entitled for the entire benefit. Above these cut-off points, the benefit is value is tapered off at a rate of 20%, meaning that for every dollar of income beyond the threshold, the benefit is reduced by 20%.

The benefit, for instance, levels off entirely at $35,000 for an individual without supplementary income and $44,500 for persons in couple households. For the purposes of the Income Tax Act, applicants must be residents of Canada, which includes citizens, permanent residents, refugees, and temporary residents who have been in the country for at least 18 months.

  1. People already on disability should not have to apply for it as they may suffer from mental or physical illness then all that running around to dr. Appointments all over again is it really worth the pain and agony

I am absolutely appalled at the 200 a month people on disability do not have enough to manege with all the tariffs and all the other taxes it’s absolutely rediculus there should be an increase of a 1000 a month to even start making a little Lea way I am on disability and to me it’s a joke and a slap in the face considering food has gone up gas has gone up rent has gone up too they need to do better and more for people on disability

    • I hear you my husband had a great job plus played in a band at the age of 47 had a double stroke plus has cerebral palsy and not able to do a damn thing he was forced to go on this joke of a pension and he don’t even make 700 a month it’s sick the way this government is with disabled people and the fact that we are now a couple the government thinks that making 35000 a year is enough to look after us both and it cost me over 500 a month on meds because we don’t qualify for pharmacare because we are classified as millionaires my heart goes out to all of you that are disabled because I’m sure that none of you asked to be this way but the government seems to think they are paying everyone out of their own pockets!!

  6. Currently on cppd the disability tax credit and on the provincial called A.I.S.H .
    The provincial program aish will take any increase and all money received from cppd dollar for dollar so we will absolutely not see any increase in our monthly money, so what is the point of this?

    • I thought that we are allowed to make a certain amount of money before the AISH program deducts anything. Last time I heard, was that we can make $800. ,and then we get deducted dollar for dollar after that……so my point is, why is this being taken from us ? We are getting screwed, big time!!

  9. I’m on CPP-D and I have work since I was 13 yrs old and paid into tax deductions. Now I am 62 yrs old and I’m forced to sell my home because I can’t afford to live here and pay the bills eating is out of the budget. When COVID hit the government said we needed to get 2,000.00 a month to live on, we don’t get that much a month and have paid into our pension, it makes me sick to think that I’m not the only person in this situation, but we bring people into our country and give them everything that we have paid into for our own people. I feel bad for what has happened in the own countries but we as Canadians can’t save the world. I’m homeless in May of this year no family to live with an no one to turn to get help. I feel used by our government and have them to thank for my for my loss. I would like to see them live on my income. Thank you for caring about your Canadian citizens.

    • I agree with your comment 100 percent. And I’m so sorry that your going through this. I too worked at a very young age and worked very hard until an ac ident left me unable to do what I should do I need another surgery again and am to on cppd. It’s not fun by no means an yes I agree with your statement. But it’s the liberal government that screwed this country up. I pray to God something better happens for you guys and once again I’m sorry. I pray to God that the liberals are also no longer in April 28th as well and things do eventually get fixed for true canadians

    • Right there with u. Disabled in 2004 my payment have gone up $400 .Get less than $1300 a month on CPPD Plan ,no dental or medical and I worked 25 year in Canada. Yes I would like to see any politician get by on that. If u really want to help we need a $500 increase a month and we need Dental and medical Covered 100 % just like provincial disability.

  10. Bill C – 22 was passed and an increase of $300 monthly was to added to the disabilty payments. It was to be retroactive from June 2023. Lies again.
    You are so right Chuck, this amount is too low. What ever they give us Ford will only deduct it off ODSP

    God help those who get sick. I’m dealing with stage IV cancer and have been financially wiped out

    • I agree with you 💯 % Rita. I also have a bone marrow cancer. My funds were whipped out 3 years ago from a Romance Scammer. My disability payment pays my rent. There is nothing left for food, phone, insurance, etc…
      The specialist says that i have 3 years left of my life, (that was 1 year ago) unless I go through a Bone marrow transplant. This has to be done in Ottawa and I have to stay in Ottawa for a minimum of three months or longer. How does a person survive with all the expenses? I really don’t know how but at least I only have 2 more years to worry about it.

  11. I’m a disabled person on canada pension disability and have the
    D.T.CREDIT and was told by C.R.A I wasn’t entitled to the benifit as I did not have the minimum amount of $1000 working income.i don’t understand .this benifit is supposed to be for low income disability .I can’t work to make the $1000 INCOME n only make $1025 per/ month on cpp disability.i think I’m a low income disabled person so why am I not getting this benifit .wow

  12. I am on ODSP, I don’t know if I should apply for Cpp-D because I don’t know how much i will get, will it get deducted from ODSP? I need to apply for Dtc however I don’t have a doctor anymore….. I am a family of 7. 3 of my children have a lot of health issues…. 2 of them go to Toronto for specialists…. all 5 of their pediatrician is in Toronto because we can’t get no one where we are….. I utilize food banks and churches for help. I skip eating because I can’t afford food, I always make sure my kids can eat. Our rent is 2200 plus utilities after paying that and our other bills, and gas their is nothing left even with my husband working because it gets deducted from my ODSP. We need a bigger place… but we can’t afford a bigger place. The government needs to do better. I need help filling out forms for my children and I can’t even get help with that. I am at a loss in this life….. the government has messed up this country in the last few years.

  13. Exactly, cause according to the Ontario disability, a single person is only allowed 130 bucks a mnth to live on. So when i got a 35 dollar raise a couple months ago the ontario disability took that off the money i get from them. It’s to bad Ford got back in because all the other candidates wanting to give Odsp recipients another 1300 per month. Trust me he didn’t get my vote

  15. There are Over 77,000 Disabled Citizens in the Province of Alberta. Who are eligible for the Disabled tax Credit.
    That will not be able to receive 1 cent of this Federal Disability Benifit.
    Which means that a large number of Canadian Population will not Benifit from this Federal benefits at all
    . And if We, the Disabled Citizens of Alberta, Canada Do not get this Extra Benifit to help us get out of poverty. Then our Disability Rights and Rights for Equality have been taken away from Us All.
    So the Federal Government needs to step up and protect Us, from these Provincial Claw Backs.
    Like they Promised Us , that they would do .
    For This is clearly unjust .And Hurts the people who need it the most
    For the Citizens of Alberta are being unjustully treated and Financially abused by Provincial Government in this Country.
    Which is just creating more problems for the disabled population of Canada.
    Along with their families. Who are of having to suffer as well. .
    For this Disability Benifit from the Federal Government isn’t helping the disabled people in the Province of Alberta . If it is automatic deducted from our AISH income . This doesn’t increase our earnings . And doesn’t help us at all with our disability needs.

    For this funding from the Provincial Government and the Federal Government Disability. Is still inadequate. For the cost of living has gone up so high. That even the extra Disability Benifit is not enough to live on.
    And it still leaves the disabled population without their basic necessities. Like Food ,Shelter, Power ,Heat and Water . Which are just the basic essential needs, to sustain ones life.
    And not having the Extra Benifit allotted to us. Is going to put people’s health and lives at risk, even more .
    So if the Provincial Government takes this Disability Tax Benefit off of our AISH income . This hasn’t increased our income at all. Which isn’t helping anyone at all .
    And unfortunately, this is actually hindering the disabled people in Alberta, even more . . For some of us who are disabled have had to pay our doctor to sign the Disability forms. Which we had to pay for out of our own money.. Before the Federal Government had allocated funding for the Disablity medical assessment.
    And unfortunately the a Federal Government has not said that they would be reimbursing the people who paid for the medical documentation to be fill out by their doctors
    So the cost of these medical expenses.have has to come out of our income . Leaving us depleted .
    And now the Provincial Government is going to be taking these benifits away from us .
    So we just spend money for nothing .
    And now the Provincial Government has send the disabled people of Alberta a letter threatening the people on the AISH program here in Alberta. Telling them that they aret needing to apply for the Disabled Tax Credit ,if they are on AISH . Which is a unacceptable demand on the disabled people who can not walk And have no extra income . Or have transportation to go to their doctors.
    And even if they do apply. And get Accepted for the Disabled Tax Benifit .
    They are still at a loss . For the Provincial Government is going to deduct the amount of the a Disability Benefit off of the AISH Income . So no one who is on disability is any further Ahead .
    Infact they have less money now to live on . For they have had to pay fur the document and Drs Appointment to help out the Provincial Government which isn’t going to reimburse them for these costs
    So I would like to know how this Disability Benifit is supposed to help the disabled people get out of Poverty. If the money that is given to them to help them with their disability needs .Is just going to be deducted and taken away from them in the end. Before they even receive it.
    So When it comes down to it .
    It seems as though . This is actually Just One Government Hand Washing , Another Government Hand.
    And allowing the Federal Government to say that they helping disabled people in Canada get out of poverty . When they actually didn’t . Which is infact , just a blatant lie.
    And clearly defeats the purpose of this Federal program all together.
    The Provincial Government should not be allowed to take this Benifit away from the citizens of this Country.
    For this is not earned income .
    It is a Government Benefit.
    Just like the GST/HST Benifit.
    Or the Child Tax Benefit . Or the Carbon Tax Benefit.
    Which the Provincial Government does not garnish off of AISH Benifits .
    So why are they allowed to garnish Our wages.
    For the amount of the Disablity Benifit that the Federal Government is giving us. .
    For this is a Federal Benifit . Which is a Benifits given to help people to assist them with their disability needs . By providing them more money to live on .
    To help get people out of poverty.
    Like the other Federal Benifits which help working individuals who are of lower income. By giving them a workers tax credit .
    The Provincial Government needs to understand that this Federal BENIFIT is NOT EARNED INCOME, from working. And is not a regular part of the CPP Disability Income.
    So the Provincial Government should have No Right to cut the AISH Substity back
    . For the Federal Government stated that this extra money is a NON TAXABLE BENIFIT .
    And Not an increase in our CPPD Income
    And the Federal Government also informed us that we do not have to claim this Disability Benifit as Income on Our Taxes .
    So why is the Provincial Government allowed to cut back our AISH Benifits .
    If the Federal Government clearly said that we do not have to claim this Benifit as Income.
    What doesn’t the Provincial Government understand about this Benifit?
    And How is it a Benifit to anyone in Alberta. . If the Provincial Government deduct this Benifit amount from Our Existing . Incone allowance .
    For we are no further ahead .
    And even the Disabled Citizens of Alberta. Who are able to work . And are making an income . And they are given an exemption off of their employment earning . So that no deductions will be taken off their AISH Income . I
    F IT IS UNDER THE REGULATED MONTHLY INCOME AMOUNT.
    WHICH I BELIEVE IS approximately $800.00 PER MONTH .
    So Why is the Provincial Government going to deduct the Disability Tax Benefit from their citizens in this Province .
    For the Disability Tax Benifit is only $200.00 per month . Which is clearly under that allotted amount of working income earnings that the people on AISH have to claim.
    Someone in the Government needs explain this deduction to us .
    And how this is acceptable.
    And how this is Legally Right .
    To PUNISH the DISABLED Population of Alberta . For living in this Providence .
    This is unethical . And INHUMAN. And the Provincial Government should be ASHAMED of THEMSELVES.
    For Kicking the Disabled Citizens when their are already down .
    For we the a disabled People of this Province deserve to be Respected and Treated equally . Just like any other citizens. Whether we get CPP Disability or Not
    For the disabled citizens in Alberta alone. Make up 23.7 percent of the population of Alberta.
    And the Provincial Government is Taking away Our CIVIL RIGHTS, for Equality. .
    Which means that the Provincial Government could have Almost 1 quarts of the population of Alberta, fighting for their Rights
    And perhaps making Over 1 quarter of Population of Alberta decide to leave this Province all together. For every disabled person has their health and well being to consider . And their family’s well being to consider aswell.
    For if the Provincial Government is going to treat their citizens with this type of Disrespect and Injustice.
    Why would anyone want to live here. .
    For Our Provincial Government is supposed to be fighting for Our Rights to have a better life. Not taking Our Rights away from Us.
